Government Party Committee Sets 2026 GDP Growth Target at 10% or Higher

For 2026, the Government Party Committee emphasizes promoting growth linked with macroeconomic stability, controlling inflation, and improving the quality and competitiveness of the economy.

On the morning of January 11, the Party Committee of the Government organized a conference to summarize work in 2025 and deploy directions and tasks for 2026. Comrade Pham Minh Chinh, Secretary of the Party Committee and Prime Minister, presided over the conference.

Imprint of the First Year of Operation Speaking at the opening of the conference, Prime Minister Pham Minh Chinh emphasized that 2025 is the final year of the term and a year of special significance as the Party Organization of the Government was established, consolidated, and put into operation for the first time, pursuant to Decision No. 243-QD/TW dated January 24, 2025 of the Politburo.

Strategic Breakthroughs: In 2025, the Government Party Committee:

  • Issued full programs and plans implementing the Working Program of the Politburo and Secretariat.
  • Directed ministries and sectors to prepare 160 schemes to submit to the Politburo and Secretariat (the highest number in the term). To date, 154 schemes have been submitted, including many resolutions and large schemes with strategic breakthrough nature, removing long-standing institutional and legal bottlenecks.
  • Organizational Revolution: Led the Government to implement a revolution in arranging and streamlining the political system’s apparatus; completed the summary of Resolution No. 18-NQ/TW; submitted to the National Assembly the Law on Government Organization and Law on Local Government Organization; decisively deployed the 2-level local government model.

2025 Economic Miracles: Exceeding All Targets Under the leadership of the Government Party Committee, socio-economic performance in 2025 achieved and exceeded all 15/15 major targets.

  • GDP Growth: Reached 8.02%, ranking among the high growth group regionally and globally.
  • Economic Scale: Reached approximately 514 billion USD, ranking 32nd globally.
  • GDP Per Capita: Reached approximately 5,026 USD, bringing Vietnam into the upper-middle income group of countries.
  • Trade: Import-export turnover reached approximately 930 billion USD, maintaining a trade surplus for the 10th consecutive year.
  • Fiscal: Budget revenue far exceeded estimates; overspending and public debt were well controlled; FDI attraction achieved outstanding results.

Infrastructure and Law:

  • Legal: Submitted to the National Assembly 98 law projects and resolutions (the highest ever).
  • Infrastructure: The entire North-South Expressway was technically opened to traffic; many key transport, energy, and aviation projects were completed or exceeded schedule.

Social & Innovation:

  • Innovation: Vietnam’s position in AI and the startup ecosystem continued to improve clearly on international rankings.
  • Social Security: Completed the goal of eliminating temporary and dilapidated houses early; exceeded the social housing development plan.

Directions and Tasks for 2026: The “Double-Digit” Ambition For 2026, the Government Party Committee identified the task of strictly and synchronously implementing the Resolution of the 14th National Party Congress and the Resolution of the 1st Congress of the Government Party Organization (2025–2030 term).

Economic Targets for 2026: The Party Committee determines to promote growth linked with maintaining macroeconomic stability.

  • GDP Growth: Strive for 10% or higher.
  • GDP Per Capita: Reach 5,400 – 5,500 USD.
  • Industry: Raise the proportion of processing and manufacturing industry in GDP to about 24.96%.

Strategic Priorities:

  • Institutional Reform: Defined as the “breakthrough of breakthroughs” and a national competitive advantage. Innovate law-making thinking towards both strict management and facilitating development.
  • Key Projects: Prioritize progress of strategic infrastructure projects; focus resources on breakthrough projects that change the growth model.
  • Technology: Urgently deploy breakthrough research programs focusing on 11 strategic technology groups.

Party Building and Organizational Structure:

  • Personnel: Implement new regulations on officer evaluation; decisively implement the policy of appointing non-local leaders.
  • Restructuring: Continue to review and arrange public service units, state-owned enterprises, and internal focal points.
  • Structure: Implementing Conclusion No. 208-KL/TW, the Government Party Committee decided to transfer 30 SOE party committees to be under 3 ministry/sector party committees. After transfer, the Government Party Organization has 21 subordinate party committees and 138,675 party members.
