Implementing Resolution 57: MOIT Achieves Comprehensive and Outstanding Results
The Ministry of Industry and Trade (MOIT) has urgently and decisively implemented Resolution No. 57-NQ/TW of the Politburo in 2025, achieving outstanding and comprehensive results across three key pillars.
On the afternoon of January 9, 2026, in Hanoi, MOIT organized a conference of the Steering Committee on Science, Technology, Innovation, Digital Transformation, and Project 06. Acting Minister Le Manh Hung, Head of the Steering Committee, presided over the conference.

The event was attended by members of the Steering Committee, units under the Ministry, research institutes, and enterprises within the Industry and Trade sector.
Outstanding Results on Three Pillars
Reporting at the conference, Ms. Nguyen Thi Lam Giang, Director General of the Agency for Innovation, Green Transition and Industry Promotion, stated that Resolution No. 57-NQ/TW (dated December 22, 2024) of the Politburo regarding breakthroughs in national science, technology, innovation, and digital transformation was implemented urgently and decisively by MOIT throughout 2025.

The implementation of Resolution 57 achieved comprehensive results across three pillars: Institutional Perfection, Digital Transformation, and Science, Technology & Innovation Development.
1. Institutional Perfection & Policy Mechanisms:
- MOIT actively participated in building the national legal framework for science, technology, and innovation, timely issuing guiding documents for Resolution 57 and the Law on Science, Technology and Innovation 2025.
- Digital Economy: Presided over the drafting and submission to the National Assembly for the approval of the Law on E-commerce (passed on December 10, 2025), creating a legal foundation for the digital economy.
- Other Key Laws: Advised on the passing of the Law on Chemicals and the Law amending the Law on Economical and Efficient Use of Energy, deeply integrating contents on innovation and digital transformation.
2. Digital Transformation & Administrative Reform:
- Ranking: MOIT ranked 1st among ministries and sectors in the Index of Serving People and Businesses in administrative procedures and public services.
- Online Services: By the end of 2025, MOIT provided 224 online public services, with over 99% of dossiers received and processed completely online.
- Processing Volume: Handled over 640,000 electronic dossiers via the National Single Window and ASEAN Single Window.
- C/O Form D: Became Vietnam’s first electronic document officially exchanged with ASEAN countries, facilitating trade and integration.
- Data Development: Completed and operated the Industry and Trade Economic Database ensuring “correct – sufficient – clean – live” principles.
- Data Sharing: Completed data connection and sharing with the Ministry of Finance on e-commerce activities one year ahead of schedule to combat tax loss.
- Chemical Management: Deployed the Chemical Database and identification/traceability of chemicals and precursors on the VNeID platform.
3. Science, Technology & Innovation:
- Issued the implementation plan for the List of Strategic Technologies and announced major problems of the sector for Vietnamese digital technology enterprises to solve.
- Received nearly 400 proposals for science, technology, and innovation tasks for the 2026-2030 period.
- Continued the roadmap for rearranging research institutes and enhancing technology transfer and high-quality human resource development.
Creating New Drivers for Growth
Acting Minister Le Manh Hung highly appreciated the efforts of the Ministry and the Steering Committee. He emphasized the significance of Resolution 57 in transforming the growth model of the country and the Industry and Trade sector towards modernity, sustainability, and deep integration.
Directives for 2026:
- Target Setting: Units must define specific goals for 2026 based on the Central Steering Committee’s conclusions and practical reality, ensuring a systematic and targeted approach.
- Discipline & Efficiency: Emphasized the need for discipline in progress and enhanced coordination efficiency between units.
- Strategic Vision: 2026 is the first year implementing the Resolution of the 14th National Party Congress and is a year for accelerating Resolution 57 with the motto “Breakthrough Action, Spreading Results”.
Acting Minister Le Manh Hung expressed his expectation that the Steering Committee will successfully complete assigned tasks, creating new momentum for the sector’s growth in 2026 and beyond.
