MOIT Institute (VIOIT) Sets 3 Key Strategic Tasks for 2026

Three Key Tasks for the Vietnam Institute of Strategy and Policy for Industry and Trade (VIOIT)

On the afternoon of January 12, in Hanoi, the Vietnam Institute of Strategy and Policy for Industry and Trade (VIOIT) organized a conference to summarize work in 2025 and deploy tasks for 2026.

Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan attended and directed the conference. The event was also attended by representatives of units under the Ministry of Industry and Trade (MOIT), along with enterprises (Groups, Corporations) in the Industry and Trade sector.

Excellent Performance Amidst Challenges Opening the conference, Director General Nguyen Van Hoi stated that 2025 witnessed many fluctuations and challenges, especially in the context of consolidating the organizational model and streamlining the apparatus.

Director of the Institute for Strategic and Policy Research in Industry and Trade, Nguyen Van Hoi, delivered the opening remarks at the conference.

However, under the wise and decisive leadership of the Party Committee Standing Board and MOIT Leadership, close coordination with units inside and outside the Ministry, and the solidarity and high responsibility of the collective, VIOIT excelled in comprehensively completing scientific research and policy advisory tasks. These contributions provided practical scientific arguments, contributing to the completion of the 2025 targets and the victory of the entire 2021–2025 term of the Industry and Trade sector.

Key Achievements in 2025: According to the report, in 2025, VIOIT completed the merger scheme with the Training School for Industry and Trade Officials. The unit quickly stabilized and officially operated under the new model from March 1, 2025, continuing to affirm its important position in advising and serving MOIT’s state management.

  • Research: Implemented and completed 40 research tasks and 11 transitional tasks, ensuring quality and progress.
  • Strategic Planning: Closely coordinated with MOIT units to complete drafts of 5 important industry development strategies to 2030 (vision 2045), covering: dairy, steel, automotive, industry, and local trade.
  • Approved Strategy: The Vietnam Retail Market Development Strategy was approved by the Prime Minister in Decision No. 2326/QD-TTg dated October 21, 2025.
  • “Double-Digit” Growth: Deeply participated in the MOIT working group to build strategic solutions promoting “double-digit” economic growth for the new term.

Mr. Nguyen Khac Quyen, Deputy Secretary of the Party Committee and Deputy Director of the Institute for Strategic Research and Policy in Industry and Trade, presented a summary report on the Party’s work.

Training and Development:

  • Postgraduate: 15 PhD candidates are studying Commercial Business, with 07 candidates successfully defending their theses at the Institute level.
  • Capacity Building: Organized 34 training classes for ethnic minority and mountainous areas, and digital transformation capacity building classes in Hai Phong, Nghe An, and Lao Cai.
  • Curriculum: Proactively built 12 programs and compiled intensive training materials for Industry and Trade sector officials and leaders.

International Integration and Organization:

  • International Cooperation: Expanded through survey delegations to Russia, Laos, and South Korea, signing important scientific cooperation MOUs.
  • Personnel: The organizational apparatus was streamlined with 9 units and a workforce of 207 high-level officials and employees (including 17 PhDs and 104 Masters).

Three Key Task Groups for 2026 Directing the ceremony, Deputy Minister Nguyen Sinh Nhat Tan emphasized that 2025 was a special period for MOIT with the restructuring of units. The merger of VIOIT and the Training School created new strength, linking research/policy advice with training.

Deputy Minister’s Directives for 2026: The Deputy Minister emphasized 3 key task groups for the coming time:

1. Enhance Policy Advisory Quality: Clarify “strategic nature, feasibility, and forecasting nature.” As the Industry and Trade sector is a key pillar contributing to double-digit growth, VIOIT needs to comprehensively review the current system of strategies, plans, and policies. This must be linked to new thinking from Central resolutions and preparations for the 14th National Party Congress.

  • Request: The Deputy Minister considers this a “top priority” and requested an early specific report. VIOIT needs to boldly propose breakthrough, creative ideas to create new growth drivers.

2. Promote Specialized Training:

  • Order-based Research: VIOIT should proactively propose that units within the Ministry “place orders” for research, especially on strategic issues.
  • Human-centric: In training, focus on specialized training with people at the center. Invite external experts and scientists to make programs practical and deep.

3. Improve Infrastructure Quality:

  • After the merger, VIOIT has relatively good infrastructure conditions which need to be exploited effectively.
  • Modernization: To meet research and training requirements in the digital transformation context, the Deputy Minister requested VIOIT leadership to propose investments in modern, synchronous equipment, worthy of being a major research and training facility of MOIT.

Social Responsibility and Awards:

  • Charity: Contributed 128 million VND to support flood victims and participated in the “Joining hands to eliminate temporary houses” program in Tuyen Quang province.
  • Awards: Completed dossiers proposing the MOIT Emulation Flag, “Grassroots Emulation Fighter” title for 19 individuals, and recognized 10 excellent labor collectives in 2025.
