MOIT Issues Action Plan for Environmental Industry Development

The Ministry of Industry and Trade (MOIT) has issued an Action Plan to implement the Vietnam Environmental Industry Development Program, aiming for effective and unified organization and deployment.

Legal Basis and Objectives MOIT issued Decision No. 3637/QD-BCT on December 15 regarding the Ministry’s Action Plan. The goal is to deploy the tasks and solutions assigned by the Prime Minister in Decision No. 1894/QD-TTg (dated September 4, 2025), which approved the Vietnam Environmental Industry Development Program for the 2025-2030 period, in a unified, synchronous, and effective manner.

With the new action plan, the Ministry of Industry and Trade can present the development of the environmental industry in accordance with the Prime Minister’s Decision.

Key Approaches The plan emphasizes mobilizing the practical and proactive participation of agencies, units, civil servants, officials, and employees of the Industry and Trade sector in activities related to environmental industry development.

Specifically, it aims to:

  • Concretize contents: Based on this, assign units within MOIT to effectively organize the implementation of the PM’s Decision.
  • Mobilize coordination: Ensure close cooperation with Departments of Industry and Trade (DOITs), Corporations, and enterprises in developing the sector.
  • Address challenges: Based on existing limitations, difficulties, and obstacles, propose specific tasks to remove bottlenecks and support enterprises effectively.
  • Communication: Combine effective implementation with propaganda and dissemination of the Industry and Trade sector’s efforts in this field.

The Decision also requires that the construction and organization of the Action Plan must be deployed deeply within agencies, units, and mass organizations of the sector with rich, practical, and effective forms.

Organization of Implementation 1. Lead Agency: MOIT assigns the Industrial Safety Techniques and Environment Agency (ISEA) as the focal point to preside over and coordinate with relevant units to organize the Plan’s implementation. ISEA acts as the focal point to urge and coordinate with units under the Ministry; summarize the implementation situation annually to report to MOIT Leadership; and periodically conduct preliminary and final reviews to evaluate results and efficiency for reporting to the Prime Minister.

2. Local Departments of Industry and Trade (DOITs): Based on local characteristics, DOITs of provinces and cities shall proactively build plans to implement the Program and propose local leadership to arrange local budget sources and other legal mobilization sources for implementation.

3. Corporations and Enterprises: State Corporations and enterprises under the Ministry are required to build their own Plans and organize the implementation of relevant tasks and solutions. This contributes to the successful realization of the Vietnam Environmental Industry Development Program for the 2025–2030 period.

4. Associations: The Vietnam Association for Environmental Industry shall coordinate with MOIT units to deploy environmental industry development activities according to its assigned functions and tasks.
