MOIT Pushes for Acceleration of Key Power Projects
The Ministry of Industry and Trade (MOIT) issued Notice No. 41/BCT-DL on January 7 regarding the urging of power projects within the Adjusted Power Development Plan VIII (PDP8) and the Plan for implementing the Adjusted PDP8.
Accordingly, to firmly ensure national energy security, supply electricity to serve the double-digit socio-economic development goal in the coming years, and effectively implement Decision No. 768/QD-TTg dated April 15, 2025, of the Prime Minister approving the Adjusted National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Adjusted PDP8), MOIT requests agencies and units to implement the following contents:
For Provincial and City People’s Committees Regarding the implementation of projects according to the approved planning, the notice clearly states the need to implement seriously, drastically, synchronously, and effectively the tasks and solutions assigned by the Prime Minister and MOIT’s steering documents.

1. Integration and Planning: Urgently update power source and grid projects identified in the Adjusted PDP8 into provincial planning and specialized technical plannings (construction, urban, rural, land use planning). This serves as the basis for organizing space and implementing construction investment for power projects. Localities must organize the selection of investors for power projects according to their competence and arrange land funds for power development in accordance with the law.
2. Specific Responsibilities: Develop specific plans, assign tasks, and clearly define the responsibilities of specialized agencies under the Provincial People’s Committee and the responsibilities of People’s Committees of communes where projects are located to effectively deploy the approved Adjusted PDP8.
3. Investor Selection:
- For projects without investment policy approval or selected investors: Immediately implement investor selection according to the Adjusted PDP8. Report clearly on reasons, difficulties, and obstacles in approving investment policies or selecting investors; propose alternative solutions to ensure power supply if projects lag behind the planning schedule.
- For projects with selected investors: Coordinate closely to accelerate the appraisal of feasibility study reports and construction designs; inspect acceptance work. Proactively coordinate with investors to execute land clearance, compensation, and resettlement for power source and grid projects. Actively support investors and contractors during construction to ensure completion on schedule.
4. Accountability: For projects currently under construction, direct local authorities to focus maximum resources on supporting investors to resolve obstacles. Localities are fully responsible before the law, the Government, and the Prime Minister in case power projects are delayed compared to the approved planning and plans.
Implementing Resolution No. 253/2025/QH15 The notice points out that on December 11, 2025, the National Assembly passed Resolution No. 253/2025/QH15 on mechanisms and policies for national energy development for the 2026-2030 period (effective from March 1, 2026).
MOIT requests localities to review projects needing adjustments in the national power development planning based on Article 4 of the Resolution. These adjustments must not change the major viewpoints, goals, or orientations, and must not increase the total installed capacity by structure of each power source type.
Localities need to complete dossiers according to the scope decentralized in Decree No. 56/2025/ND-CP to report to competent authorities for consideration of planning updates after the Resolution takes effect, ensuring synchronization between national and provincial planning.
For Investors of Power Source and Grid Projects General Mandate: Urgently accelerate progress, aiming to bring plants into operation 3 to 6 months earlier than the approved planning and implementation plan, while ensuring processes and quality. In case of difficulties, clearly report and propose solutions.
Specific Project Directives:
- LNG Thermal Power Projects: Investors must urgently deploy and bring projects into operation before January 1, 2031, to enjoy incentives prescribed in Clauses 2 and 3, Article 15 of Decree No. 56/2025/ND-CP (amended by Decree No. 100/2025/ND-CP). If they fail to meet the schedule, investors of LNG gas power projects are fully responsible for project efficiency according to the law at the time of operation.
- Flexible Power Projects: Interested investors should proactively coordinate with local authorities to determine specific locations to strictly perform investment preparation procedures.
- Power Grid Projects: Focus highly on construction investment to ensure the progress and quality of assigned grid projects, especially projects supplying power to the Northern region and grid projects importing electricity from Laos.
MOIT requests the People’s Committees of provinces and cities and investors of power source and grid projects to urgently implement the above contents.
