The Energy Sector Companions the Nation on the New Path
Electricity, coal, and oil & gas continued to maintain a seamless energy flow throughout 2025, affirming their role in accompanying the country on the path of sustainable development.
Energy Maintains its Pillar Role The year 2025 closed with numerous challenges, yet the energy sector maintained its pillar role, ensuring a stable flow for the economy and social life. Facing increasing energy demand, the sector not only met the sufficient supply of electricity, coal, and fuel but also aimed for safe, efficient, and sustainable operation, with distinct marks in three key fields: electricity, coal, and oil & gas.
A report by the Ministry of Industry and Trade (MOIT) shows that in the past year, the supply and operation of the power system basically met the needs for socio-economic development and people’s daily life, even during severe heatwaves and soaring load demand, especially in the Northern region. This was not an easy result, as the power system had to withstand great pressure from the strong recovery of industrial production, services, and residential consumption.

The National Power System and Market Operation Company Ltd. (NSMO) forecasts that total electricity consumption of the entire national power system in 2025 is estimated to reach 320.4 billion kWh, an increase of 3.8% compared to 2024 (Document 4074/NSMO-PT dated November 26, 2025). This indicates that electricity demand continues to rise, requiring the power sector to be more proactive in dispatching, and preparing sources and grids.
A recorded bright spot is that the power source structure continues to shift towards gradually increasing the proportion of renewable energy. This transition process not only adds new capacity but also addresses the problem of system operation capabilities under conditions of dispersed power sources with increasing weather dependence.
Implementing directives from the Government and the Prime Minister on ensuring power supply and deploying the Adjusted Power Development Plan VIII (PDP8), units within the sector have seriously implemented tasks, contributing to maintaining major balances of the economy, stabilizing the macro-economy, and supporting the recovery and development of production and business. Parallel to electricity, the coal industry continues to affirm its important role in ensuring fuel for power generation.
In 2025, MOIT focused on urging the implementation of the Coal Industry Development Strategy, the contents of coal sub-sector planning within the National Energy Master Plan, and related plans. Simultaneously, the Ministry directed the synchronous and drastic implementation of tasks and solutions to improve coal production and business capacity and ensure sufficient coal supply for power generation. 2025 Performance Estimate: Commercial coal reached over 55.91 million tons, of which domestic production reached approximately 44.08 million tons, and imported coal reached over 11.83 million tons.
Foundation for Development Alongside the supply task, state management work regarding the coal industry was also strengthened. Tasks regarding the management of construction investment projects, construction quality, coal prices, technological innovation in production stages, reviewing economic-technical norms, and effective use of coal resources were implemented synchronously. Regular monitoring, inspection, supervision, and removal of difficulties for enterprises contributed to improving the efficiency and sustainability of the coal industry in the new context.
In the 2025 energy picture, the Oil and Gas industry continued to demonstrate its pillar role, both ensuring energy security and making important contributions to the economy. The Vietnam National Oil and Gas Group (Petrovietnam) and oil and gas enterprises pushed basic investigation, search, and exploration of domestic oil and gas, especially in deep-water and offshore areas, creating a reserve basis for the sector’s long-term, sustainable development.

In 2025, Petrovietnam’s production and consumption indicators all completed and exceeded the plan.
- Total converted oil and gas output: Estimated at 16.51 million tons, exceeding 124.1% of the year plan.
- Domestic output: Estimated at 14.77 million tons (exceeding 122.3% of the plan).
- Overseas output: Reached 1.74 million tons (exceeding 117% of the plan).
- Petroleum product output: Estimated at 14.8 million tons, exceeding 5% compared to the full-year plan.
- Oil consumption: Estimated at 10.2 million tons, exceeding 23% of the 2025 plan.
- Gas consumption: Estimated at 5.93 billion m3, reaching 97% of the plan.
These results contributed to ensuring energy supply, stabilizing the market, and supporting related manufacturing industries.
Mr. Pham Nguyen Hung, Director of the Department of Electricity and Renewable Energy (MOIT), assessed that the imprint of the energy sector in 2025 is clearly shown in stability and proactivity. Electricity was supplied continuously, coal ensured fuel for power generation, and oil & gas maintained stable production exceeding plans.
Expectations for the coming time are not only to stop at meeting sufficient demand but also to improve growth quality, promote energy structure transition towards sustainability, and use resources economically and effectively. The implementation of the Adjusted PDP8, along with development strategies for the coal and oil & gas industries, will provide consistent orientation for this process.
Therefore, 2025 is not only a summary but also a milestone creating a foundation for the long-term steps of the energy sector. Based on the achieved results, it can be expected that the energy sector will continue to maintain its pillar role, ensure national energy security, and accompany the country on the path of rapid and sustainable development.
Director Pham Nguyen Hung emphasized that the results achieved in 2025 are an important foundation, helping the energy sector accumulate experience, improve capacity, and provide confidence. On that basis, the energy sector is expected to continue accompanying the economy, serving people’s lives better, and contributing to building a solid foundation for the country’s development.
