2. Small Nuclear Power: Solution for Energy Security and New Investment A modern economy, especially one with power-intensive industries like semiconductor manufacturing, data centers, and AI, requires a stable power system.

  • Demand: The AI and Big Data industries consume enormous amounts of energy. Data centers require a 24/7 baseload power source with 99.99% reliability, which renewable energy sources like wind or solar struggle to meet independently .

B. GENERAL ECONOMIC HIGHLIGHTS

1. Rice Industry at a Green Crossroads: Export Decline and Repositioning Pressure The global rice market in 2025 is assessed as volatile. After a historic peak in 2024, the first 11 months of 2025 saw a clear decline in exports due to global macroeconomic factors .

  • Outlook: The return of traditional markets like China, Bangladesh, and African nations, along with new trade agreements, is expected to boost export growth again .

Power Sector Outlook for 2026 A report by MB Securities (MBS) indicates that in the first 10 months of 2025, electricity consumption increased by only 4% (lower than the planned 11-12%), mainly due to a decline in residential consumption caused by extreme weather (heavy rains, short hot season) .

C. ENERGY

1. Power Supply Plans for 2026 The Ministry of Industry and Trade (MoIT) issued Decision 3477/QD-BCT approving the National Power System Operation Plan for 2026. The operation methods will meet a GDP growth target of 10% or more in 2026, based on actual load growth in 2025 and input factors.

Mandatory Use of E10 Gasoline from June 1, 2026 Deputy Prime Minister Bui Thanh Son signed Decision 46/2025/QD-TTg, abolishing the old roadmap and paving the way for a new regulation requiring the use of E10 and E5 gasoline starting June 1, 2026. MoIT is tasked with proposing management solutions to ensure E10 prices do not disadvantage people and businesses.

3. Investment Capital Solution for Energy The draft Adjustment of the National Energy Master Plan estimates that approximately 24,270 – 28,277 trillion VND in investment capital is needed. Breakthrough solutions are required to attract private resources as state budget capital is limited.

4. Ready for Safe Power Supply to Long Thanh International Airport Dong Nai Power Company successfully connected the 22kV outputs of the 110kV Long Thanh Substation, officially integrating the national grid into the airport’s internal distribution system, ready for the first flight on December 19.

5. Renewable Energy on Islands and at Sea

  • Ca Mau: Currently has 10 wind power projects (660.2 MW). It is expected to become a strategic clean energy center. Prioritizing the development of wind and solar power in line with planning is recommended.
